Yes, i have.
First, take care that the polar files are in the same directory as VRTool.
Then, go to the "polar"-box on the windtab and fill in then name of the polarfile, including the extension (for example polar.csv). Press on set and voila.

I appreciate the help on this board; however, when I follow the instructions to get the wind, I still receive the Volvo Ocean Race information from July!? Also, I have tried using the Grib US and the suggested degrib software, but to no avail. It was so much fun having the VRTool working automatically for the VOR, and now the whole process is too complicated--especially since it does not work for me. Please offer some help or guidance. Sorry, I wasn't aware that I'm using another chart than the standard vrtools.nav-file.
And I find out that that's the missing link.

So, here it is.
Start VRTool and choose "Open vector chart" from the file-menu.
You can choose the world3.cht, which you can find in the VRtool-directory.
Now press the F2-button and voilà.
Now save the desktop bij choosing "Save desktop as,,"from the filemenu and save it as a .nav-file.
From now on, use only this desktop instead of the vrtool.nav-file.

Well, I spoke to soon. The winds for my location were accurate according to a comparison with the Grib; however, north of me, near Portugal, they were incorrect. Indeed, the meteo file is still from VOR. It seems the "set" button does not take the link to "clipper.virtualregatta.com" Sorry for the bother.

Go with the cursor to the map .. and push the F2-button to download winds


not sure this wind download using "F2" is a legal move .. :(

But the same files can be loaded from browser cache (local disk).
The location of cache is different from browser to browser.
Using Firefox, it is:
C:\Documents and Settings\<username>\AppData\Local\Temp\plugtmp-<xx>
