Routing and two minute 'slowdown'

I was just wondering if the latest VRTool routing function takes into account the two minute 'slowdown' that is applied for all heading/sail changes in VR?

From what I have read, every time you make a heading change, you are slowed to 50% boat speed for two minutes. If my maths is correct, that works out to a 10% reduction in speed for that 10 minute calculation cycle.

Every Time you change tack or sail but not for heading change.

Hey team, after a few years of detox from virtual sailing, I am trying to catch-up. Now that VR have clearly defined the penalties, has this been applied within the routing calculations?
In races with interpolated winds, heading changes due to fixed TWA are not penalized
In races with fixed constant winds, every heading change is penalized, even it’s done by the TWA function
Any sail change, regardless of manual or automatic, is penalized
Any manual or programmed heading change is penalized
The penalty is a 50% slowdown for two minutes, or 10% slowdown for the 10 minute calculation cycle if easier.

These penalties are currently
not applied to vrtool weather routing or track designer.
