OPYC 1.7 release notes

In this version I incorporated VRTool desktop charting features.
This includes:
- draw routes, tracks and fixed TWA tracks.
- measure distances and courses
- add marks, circles
- NOAA GFS wind forecasts
- Weather routing ( track optimization)
For weather routing I had to produce a polar chart for the OPYC class boat.
Since OPYC boat attitude is based on interaction of many small
forces and masses inside the physics engine, the polar chart
is not implicit for the boat.
The VRTool weather routing engine however, needs a polar chart to
do route optimization. I have to say that making a polar chart
from the scratch is a lot of work.
You have to collect at least 15 points for at least 5 different wind speeds
for 3 sail sets ( in this case jib, genoa and spinaker).
