You first have to download this file from somewhere on the internet (and internet is big, real big....)
But you can also use this chart:
http://sites.google.com/site/oorbmnl/downloads-1 and than choose the world_area.cht-file.
This is how I got the program work. Don't blame me if it doesn't work, but you can try it:
1 - Store the on somewhere on your computer and close the VRtool program. (and remember where

)
2 - Go to the vrtool-directory (probably in the program files-directory).
3 - Look at the world3.cht-file and rename this file.
4 - Start Firefox (without Firefox, it won't work!) and start httpfox (choose it from the "Extra"-menu and press on the green arrow on the left side at the top.
5 - Start VRtool and open the desktop you normally use. You'll get an error-message that the pprogram can't find the world3.cht. Press 'ok' and choose "Open vector chart" from the File-menu and go to the world_area.cht-file.
6 - Now open the import-panel (ctrl-I or choose from the file-menu) and, if neccesary, fill in the right path to the "Temp"-directory (see other postings in this topic) and press on the "Scan Firefox cache"-button.
7 - When everything goes well, you now get the desired files on your screen.
8 - Press on the "Import selected files"- button.
9 - If it works, have fun
