Where is www.IRBS.com ?

I miss www.IRBS.com. The website is no longer responding,
and I could not find trace of the Ocean Navigation Lists,
a large collection of posts by navigation guys. Celestial, Satellite, GPS.
Some 20 years ago.
It had a full version of Bowditch's American Practical Navigator for download.
I wonder if someone knows if that database is still available ?
