Latitude/longitude formats?

Hi alla
Does anybody know in which format long and lat shall be entered in. For example when adding a new mark.

Thera are three different formats as I know of

1. DD.dd Decimal degrees 59.963
2. DD.MM.mm Degrees and then Decimal minutes 59.57.78 (0.963*60=57.78)
3. DD.MM.SS.ss Degrees Minutes Seconds 59° 57' 46.8'' (0.78*60=46.8)

Given a decimal degree it has to be converted but to what, format 2 or 3? My guess is 3
